Could well be that it works. It just adds a random phase to the laser beam, which is different at each position and fast modulated in time. In that way the beam looses spatial coherence and with it the ability to create interference. This is often alse done just with a fast spinning diffuser plate.

uh it's the same just with a holographic phase plate. Incredible that this can be patented!
