I didn't watch the video as I am in a good mood today
However when I was in High School drivers ed class the last thing we had to do was watch a pedestrian get killed by train going by. It was sick! A couple people started crying and the video was so graphic part of the dismembered body hit the camera. This was public high school here in Washington US back in "94". I don't think they show that anymore but I have to admit it scarred the shit out of me and I have never been in an accident or been pulled over.

I haven't clicked on that link but from reading the comments I could guess what it was about...
I can tell they showed a movie of some serious car accidents, some acted and some real footage, here at school. So they already do that, at least here...
