First, there is a big difference between a pointer and a laser projector. One can have interlocks, a shutter, a beam mask, and numerous other safety features. The other has no safety features and can be recklessly aimed in just about any direction.
Second, while it may be legal to use an un-certified projector at a private event (no commerce involved, therefore no jurisdiction), having an illegal pointer present can still be prosecuted, since it is by definition contraband. (The projector would still need to be certified to be used at a public event, of course.)
And finally, if the host of the event says no pointers, that should be that, regardless of the law. He's the one who is signing for the venue, and it's his ass if anything goes wrong. So if he doesn't want people to bring pointers, that's his call, and you should respect that.
Pointing a high-powered laser at the sky can be quite dangerous, not to mention illegal, depending on your location. (Aircraft illumination)
The problem is that there is very little good information about laser safety or laser laws on LPF, but there is a lot of bad information there. Trying to tell the difference between the two is often difficult.
Instead of relying on what you've "heard", I suggest you actually look up the law for your country and read it. It's a public document, so it should be easy enough to find. Worst case, PM one of the members here on PL who are close to you, and they may be able to provide a link or two.
