Would it the laser work if I doubled up one of the legs, or do I have a better hope of convincing the management to install a 50A 3 phase circuit?
No, not on two legs, you need the third leg. Three phase is about balance. Running the transformer on two legs is going to create harmonics in the rectifier stage, which is bad.
