That is because the Pandas in China do not have access to pr0n.

When I was in Shanghai last month, I tried to find some adult entertainment on the net, purely as research you understand, the net is clean in China!!! Not one scrap of pr0n!

The other funny thing was this, I had a friend invitation on Skype, it was a US female officer in Afghanistan. I tried to check out her home page (a US military page) and ZIP. You can't access US Military sites from China either. No surprise there.
