Ok its a bit fiddly gitting to the soldered points, but i got a reading of 1.85v.
On the wires going to the head.
Current reading from multi meter (Running on bench PSU) :
200m = 00.8 - 00.9
20m = 0.08 - 0.09

this is a auto oscillant PSU.
please can you make a voltage measurement at the points indicated on the picture? (between GND and V1 and GND with V2)
be aware of the position of the wires on the multimeter. don't connect on the current position!!
make the measure with laser powered in workin condition (continuous beam)
i think the voltage between GND and V2 is about 5 to 9 volts. this is the output of the switching prérégulator.
the SMD SO8 ic is a LM358? or LM308?

V1 = 3.80v
V2 = 3.79v

you are sure of these values? your multimeter is ok? not in low bat? because this is a strange value.
for the reference this is the chip with 8 pins on the solder side

The chip is an LM386.
Have tripple checked, the readings are correct.
Also changed multi meter battery.
