i think you should issue 100 numbers or more @ $10 a time ,max one ticket each
and admin picks a random number
the highest bid thing is not going to get that high.
should easy sell a 100 tickets and admin gets $1k

I like that idea as then everyone gets a chance to take part no matter what the state of their funds at the moment.

Also, as Badger said, admin gets $1K if all the tickets sell.
