List it without a power rating.... and state that you can be contacted for any questions
that the buyer may have...

2 weeks ago eBay removed two of my Laser Power Meter auctions because it was a
restricted dangerous Lasers.
It took a week of explaining that there was no Laser included and it was only a meter
to Test Lasers.

It may just be a script that flags any auctions with 'laser' and 'mW' as keywords in it.

Competing jerks reporting auctions is also a good possibility. I know a few auctions that could 'benefit' from that... anyone remember the Iron Man 2 handheld 445 hosts?
