If all 9 wires are connected, then it's *NOT* an interlock dongle. You don't need 9 wires for an interlock!
I'm starting to wonder if it might be some kind of non-standard ILDA input connector after all.
There used to be a Chinese Projector called the "Big Dipper F-2000" that used an 8-pin RJ-45 jack as the ilda-in connector. One pin each for red, green, and blue, X+, X-, Y+, Y-, and ground. (No shutter, obviously.) It was ghetto as hell, but it worked. (You had to buy or build an adapter to use one of these projectors with a standard ILDA controller.)
Your projector may use something similar. But without a manual, it's going to be very difficult to figure out.
Bottom line: You need to talk to the guy that sold this to you. Have him show you how it works. If he can't get it to work, then demand your money back.

Is it RGB ? RG? or G in the laser projector?
it sounds like these connections might be able to be hardwired to an ilda port and then controlled with an dac.
Or you might need amps and drivers if they are directly on the board.

If I had to guess, I would say that maybe this is some kind of DMX projector. The non standard plug makes it a proprietary controller??? Kinda like the old XYP 1000's from Redline. Based on the pic he posted on LPF, those are some sizable steppers at the aperature. If this does any patterns, they are basic. I have never seen anything like this one before though. Sure it's Chinese?

the ribbon cable seems to go to the square next to the 9 pin connector can you get a closeup of that? so the 9 pin should probally be just the interlock.
chinese interlock's are almost always working with just 2 pins.
altough the scanners that i see are stepper motors
and never seen a laser with stepper motors that has an ILDA connector :/
as said before a nice set of closeup pictures would help a lot!
i've seen a laserworld 150mw green with stepper motors and an ilda cable.
never figured out what it was for anyway, as it could not project anything that looked right
i have to say though, that the clunky action of the steppers, produced some nice aerial effects, with all those sharp corners, zig zag lines and randomness
