    Thanks for your replies.

I have tried installing everything on a different pc and it works perfectly, so it is obviously a computer specific problem but I have not been able to narrow it down and figure out what the problem is. Any suggestions?

Update the LAN driver on your PC - esp if integrated realtek chip. Failing that disable it in the bios and fit a better PCI lan card.

Have you checked everything mentioned above on your computer (network addressing, secondary network connections, etc.)?
Does that computer work with any other network device (hub, router, etc.)

    Thank you everybody!
It is now working properly! Updating the LAN drivers is what did the trick

No problem, I see this on a day to day basis with certain types of IT equipment and is a 'known' issue with some chipsets in older drivers.

here are a few things to try:
    - connected it directly?: Try putting a router in between.
    - Update (recommended)
    - Disable IPV6 on your network card.
    - try to run as few programs as possible, some programs might be conflicting with the connection between the pc and the QM
    - Open up the QM.net enclosure, remove the device and clean the pins *keep this as an last option*
