I think it's called CGI (or probably something different back then) which is why there's no visible spot or spectral reflection off the surface. Only reflection is from the flame. If the laser was cutting there would be reflected red from the surface.

One of your friends over at LPF posted this on Youtube, a low powered red pointer. Even at this power it shows considerable reflection of red light.



In fact given the date, if there was a real laser I'd say its 2 films composited. The main studio was almost certainly a lot of blokes stood around and not a beam in sight. Maybe someone under the table with a pencil thin blow torch to burn through the hard board surface.

However, I think you already knew all of this.
