One times low band UHF antenna, a triplette of VHF quarter wave whips, and a 800 Mhz trunking antenna, guessing from the lengths. All cleverly burried in cheap PVC pipe so they dont corrode in the rain, and you can wash other stuff off them in case of global war. The white oblong on the roof is usually used on transit busses with horizontal polarization, but I have no guess on which band.
Yes, I have a ham license.. I'm not so proud to admit it any more.

The thing they are on looks like a pivoting lift like is on cheapskate TV remote trucks..

Well, its a wanna be doomsday sort of com vehicle, with a lot of parts from the RV dealers...
If the antennas are not up higher, its not comming well at those frequencies.
I think you have found your local addicted ham radio operator, they like to be cheap, and they like pretending.
The sicker WANNABE ones tend to buy such old vehicles.
The sheriffs usually have lights and a camera up with the antennas, so thats why I say wannabe..

suppose you're thinkin' about a plate o' shrimp. Suddenly someone'll say, like, plate, or shrimp, or plate o' shrimp out of the blue, no explanation. No point in lookin' for one, either. It's all part of a cosmic unconciousness.
the PVC could be antennas in there... would have to be 1/2 wave antennas since they would have no ground plane... very bizzare
the crazy shit in the middle looks like some microwave stuff, looks like theres a bit of wave-guide flange stuff, cant really tell?
there also looks to be some kind of wire antenna going up to the trees, I would say probably a hamtard setup of some kind, but without better pictures it would just be guessing
