I dont have time to build you one, but I have the heart of the circuit which is the amplifier brick and the 10 port RF combiner, you order 8 programmed RF crystal oscillators, 8 modulators at 7$ a piece, a few opamps, and Bob's your uncle, once you borrow a RF level meter for calibration.
I keep a pile of the amp bricks to repair NEOS modulators.
But try and find the AA driver, they are primo gear, much better in some ways then the Neos.
The frequencies are WAY different, so no retuning a Neos.
