It can be... On my laser power supply blanking input similar to the one in your picture.
You can test it by applying 0V or 5V, but I don't know if this can broke something if it isn't a blanking input...
That is the blanking plug, i am 100% sure of it as I have a couple of those boards laying around.
The blue pot is to turn the current up but beware. Most of these diode are already on their breaking point.

I would suggest optocoupling the input of this.....

You will be able to tell the negative pin, as it connects to the ground plane of the board..

Would you suggest using that specific opto-isolation circuit with ANY TTL blanking, or only with the specific board cruch mentioned? In other words, is that board especially suceptible to damage from the TTL input, or is it common with all drivers that the pump diode could be damaged by a malformed TTL signal? Just curious...

Just with this board.
The blanking is pretty dodgy with no degree of isolation, so that little circuit provides a bit more safety for the diode
