There are a number of surveying systems that do this. They combine scanning and laser rangefinding to produce a point cloud that can be imported into 3D design programs.

Don't know if anyone saw Top Gear last night but the US army had a truck that drove itself and scanned the terrain in front to 3D map the terrain and plan a route using lasers and the exact same method:
