Default Blue diode, or driver - modulation oddities

I recently purchased two RGB diodes from OPT Laser (just to demo around with, and build a fun small projector).

On one of them, the blue diode doesn't seem to modulate as it should - if I am drawing a blue circle, the circle starts at full brightness and as it goes around, it fades out to nothing, and only really draws 3/4 of a circle.

I've swapped the modulation wires from my ILDA card and the problem does not follow, so it's safe to say my ILDA card, and wiring from it is ok.

When I unplug only the blue modulation wire for blue, it goes to full and at full brightness, and doesn't dim out after being on for a while (have only let it sit full on for about a minute). When plugged back in, it goes back to it's incomplete modulating.

Is it safe to say the problem is the modulation card? Or could there be another issue? It's a 3 in 1 card (12v input, RGB modulation inputs, and the RGB outputs, along with two fan outputs, so I'd have to replace the entire card if it's the issue).

But, I will say, these 500mw RGB diodes are pretty decent for what they are (200mW 637, 80mW 532, 200mW 455) - The white is great, and is a pretty balanced white in my opinion (cool white, but just the right amount of blue).

Is there a TTL/Analog switch on the driver board? Full on with no modulation source attached sounds like it's in TTL mode to me. Post a pic of the driver board.
