Seems a bit expensive... Here's the controller that CDBeam uses. It's half the cost, and it appears to have quite a few extra features:

Although you still need a relay (or better yet a power transistor like a 3055 in a T03 package) to actually switch the TEC on and off...

ps: This is a PWM controller with a proportional-integral output characteristicAre these expensive?

This is relay based controller (on/off) I don't know why they called it as PID
