    I am sure 4 fans wont do as much as a good metal plate of some kind, since you are on a budget I would suggest going to your hardware store and getting some kind of soft metal cut to fit.

    Question

    ok well this is how it looks now, the fan to the rear of the laser is blow air into the fan that is within the laser. the fan to the left is sucking air out and the fan to the right will be blowing air over the heat sink.

    Don't forget that you can sometimes over cool a dpss - if its a passively cooled one which that looks like (ie no tec - correct me if im wrong). Doing this can reduce the output just as over heating can but obviously without the risk of hurting the diode source.

    Also that foam lining wont help! Cut a piece out from underneath the laser and go to rapid electronics and buy a sheet of heatsink mat. Put this between the laser and the ally case to provide electrical isolation (assuming the screws dont overide this) but allow good thermal flow to your case. This may reduce or negate your need for all those fans
