    I want to do the same thing but I will not, I think it's forbidden.
    The sky is big but what happens if a plane is on the same way ? What happens if aerial navigation see it on their radar?
    Other problem is the landing zone, it could be anywhere, in a city, in the middle of a motorway, on a person head and far far away from you.

    I don't want to have any problem .

    I agree with you for not being paranoid but I didn't say "don't do that" I said "I will not" one of the biggest reason is I live in a high density population region.

    The guys around here fly large platforms and end up tracking theirs across several states. They enlist the help of other ham radio operators for tracking via APRS. You may end up for a long car drive to recovery. If your local weather folk use radiosonde or rawinsonde they can tell you about the prevailing winds aloft.

    Weather balloons are high quality balloons that are designed to do two things: Reach a very high altitude and burst at a very specific high altitude. They do this will carrying a specified payload and while drifting with the wind in a known way. They are used to carry radiosondes and rawinsondes for weather data gathering.
    Your normal "toy store" balloons are cheap and unpredictable, there is no quality control, so you have no idea when they will burst.

    Normal toy balloons are made by dipping a metal finger in a latex solution, this leads to thin spots in the balloon wall that break.. Weather balloons are made using rotational molding for a uniform thickness and high strength.

    Yes, you can use a 36" regular balloon, but you may not reach 30,000 meters with it. Weather balloons expand as they climb to a known burst diameter. Toy balloons cannot expand near as much, as the rubber wall is too thin.

    For the first flight I'd see how much four pound test fishing line it can lift..... That way you KNOW where it lands, and kid is just as happy...
    The USB stick cameras are cheap....

    Make sure the cell phone is in a well insulated foam box, they shut off if they freeze in some cases. (mine does)

    The parachute is just as important as the balloon.... Get a good one.....

    Not trying to be a downer, but dont expect this to be easy, or cheap. It could turn up several states away, or in a position you cant get to. I've seen one of these launch on a documentary, and they spent several thousands of dollars because it took 7 times to find the rig.

    I do agree its really cool though. We used to launch glow stick configurations. Fake UFO pranks, ect. We never got any attention for the flying stuff, but our crop circles where published front page in the local paper.
