I don't think this is offensive (to me at least), but I think it fails to consider a significant distinction. If a bushiness, let's say a mink farm sets up in an existing, established semi rural location where farming, including animal husbandry is permitted by ordnance, but then the SMELL... Now, if the community gets together to buy out or legislate out this farm because this $100,000 business is devastating millions of dollars in property value then that's understandable and even reasonable if maybe unfair from the point of view of the mink farmer. But, if he now decides to relocate 30 miles away in a completely unpopulated region and then 30 years later a mall or a housing development is established and THEN tries to force him out that again seems unfair, but is now more like an invasion.Perhaps the aborigines can give guidance on how to cope with the invading people.
The problem here is that mink farms smell. Some businesses have a footprint that far exceeds their property lines. If we stipulated that all related effects of these businesses must cease at their borders or they must locate so far from anyone that the spill is unnoticed then airports become much less practical and many city college campuses need to close. It's a little like smoking bans. Enough already!

Melbourne recently saw the introduction of the so-called Agent of Change laws, whereby the makers of new developments, particularly those within 50 metres of a live music venue, are responsible for the cost of soundproofing the surrounding venues.
“This means beloved pubs and clubs that are home to live music in Victoria will not be forced to close due to noise complaints from those in new apartment buildings or new houses next door,” said Planning Minister Matthew Guy when signing the legislation.
