I knew it was entirely too simple a solution. I'm just surprised that "something" hasn't been devised to help lower the risk.

There is no easy answer. When ever a new technology hits main stream this sort of thing is likely to come up. Laser pointers are a perfect example as stated earlier.
Agreed. And, whatever the solution is, it needs to be social, punitive, and targeted at the dumbasses, not the entire community via useless legislation of technical solutions. History has shown us repeatedly that technical solutions do not prevent the dumbasses from doing crazy or bad stuff; it just makes the technology more of a pain in the ass for the rest of us. HDCP. Blu-Ray encryption keys. The DMCA. Sony's rootkit-on-a-CD. Macrovision. Opaque CDs for playstation games.

I suppose that if there's nothing on aircraft / airfields that gets interfered with by 2.4ghz, they could place directional aerials just outside of the boundary pointing in and up. That way the signal would project into and above the airfield rather than into adjacent properties.

I think if you tried to lay these things out such that no rogue RC aircraft would be controllable where careless or reckless pilots might fly them into the approach path you'll find commercial and residential real estate out for several miles. The glide slope is shallow and the RC range is too great.
