I'm fairly sure AdaFruit have tutorials for all their products as well as sample programming for RasPi or Arduino microcontrollers... But basically, it'd be solder it yourself and experiment

I'm playing with something similar for another client at the moement... which is taking up MUCH more of my time than I expected... but as soon as I have something working reliably, I'll let you know...

They're POV wands on strings... been around for 10 years or so as single colour (without the strings) for around 30 quid or so... had them as glow sticks when I used to go clubbing.

I'm sure making them rgb using neo-pixels isn't hard to do with a bit of c+ programming and an arduino ... in fact I'm sure you could find a project if you googled it...
