    Pointing a laser at someone's eyes is not the only way to induce a laser related injury. The laser dot (whether in visibie or invisible spectrum) present on any material you plan to cut will cause injury if observed without proper eye-ware. Treat it like a welder and wear the proper protection.

    Safety first, cuz nobody makes replacement eyeballs (that function).

    To your quick answer, nope, instead it relies more on current control not voltage, thats why a good driver is needed, preventing from nasty spikes etc...
    Diode will always try to eat as much current till it dies, thats why the driver is there to control its current diet
