Not enough information.

Normally for a large, expensive, sealed, laser, you send it in for a refill by professionals. A few, precious few, have fill ports.

40Kv suggests you have or want a pulsed laser.

Flowing gas or a sealed laser? There are CO2 laser power supplies on ebay.

The CO2 laser i had operated was a flowing gas type and i believe it had some helium used as well, the helium was to protect the optics or thats what i thought, once i had vacuum i would turn the gas on. I want to say it was 40-60kvolts but was water cooled.
