It could be, that you need to have an X amount of posts under your belt before you can send a PM, but one would expect to get a message about it?

Awww, my bad. Save sent messages apparently is turned off by default.
Sorry for any confusion I might have caused.
I'm not sure why it was disabled. This option is now enabled by default for all new registrations.
