What voltage is required to power the driver?
Usually they need 12V and 5V.
Some of the Chinese drivers have various modulation modes (Analog, TTL+, TTL-) you can often switch on "TTL-" (0V = On, 5V = Off) so is a good way to test without anything being connected.

Leave the Arduino on the shelf.

I think this kind of unit has to be connected on 90-260V AC. The "box" on the left as shown in the picture has an integrated Ac-DC power supply + driver.

TTL is not zero to five volts. TTL logic levels swing between less then 1.6 volts for a logic low and 2.4 volts or greater for a logic high. Scrap the Arduino idea. The HC CMOS outputs on a classic microcontroller swing from about .6 V to ~ 4.6V on a good day, at best.

How many wires are comming out of the PSU/driver box? If 90/230 volt it should be 3 for L/N/Ground, and two for modulation (thinner cables)
If 12 volt it should be only four in total.

If hooked up wrong, I am sure you will notice by the sound and smell of the smoke comming out of the PSU
