I would bet that with the advent of cheap 3D printers you'd be able to make your own barrel. ONCE you find out the technique of making the metal ones. You are correct in that there is probably a forum of some sort dedicated to music boxes as they are collected all over the world.

Regarding the central cylinder with the notes - perhaps using rough hand-sanding technique and then use a very fine solder to solder at the right places the individual notes? Solder should have sufficient hold if the target surface is not smooth and the spinning mechanism does not apply too much pressure to tear it off. Other option would be tiny nails into a wooden core - hammer them in and then remove their head - that should give sufficient effect too at low cost.
