You need to clean it then replace the dichro. I have some if you are interested. Same thing you have now.

Why do you quickly assume he needs to replace the dichro?
i think he means clean and put it back, not replace as such
my dichro is brand spanking new lol

I usually use acetone to clean mirrors. Use a wooden handled cotton bud as an applicator. Probably not the "best" stuff to use, but it is cheap and efective. Do not use plastic cotton buds, they will melt.
ok cheers .

The way I was taught to clean optics:
Go down to your local science supply and get a small amount of reagent grade methanol or reagent grade acetone. While you are there get one of the little plastic dispensers for them. Treat these as sterile do not ever dip anything into them or poor any unused back into the bottle.
Go buy a bunch of lens cleaning tissues. They usually come in a little booklet. get some locking hemostats. Fold the paper over a couple of times and clamp the hemostats to make a little paper pillow at the end. Wet the paper with the solvent and give it quick shake to get rid of the excess solvent.
Now gently wipe the optic surface IN ONE DIRECTION ONLY, do not SCRUB. If the optic is still dirty discard that tissue and repeat process never use the same tissue twice. The idea is to let the solvent do the cleaning and the tissue to take away the particulate.
The advantage over the cotton tipped sticks is it will not leave stray fibers and you can fold the paper to fully cover the optic and not just have one spot with higher pressure and the possibility of scratching a coating.
