So, I've got the full manual. Those ten vials are the gas fill system. When the pressure of argon drops -- the power unit automatically prevents starting of the laser and offers to add argon. In this case one of the vials can be heated and it releases the fixed portion of argon. If this is a mixed gas version of the laser, than some vials contain argon and some contain krypton. There is no info about how argon or krypton is stored there. It is said in the manual that activating more then one vial at a time is higly not recommended, vial activation switch had a special key. Moreover they recommend contacting Carl Zeiss engineer first. Also this laser tube must have a built-in pressure gauge, the argon pressure was monitored by a separate meter on the front panel of the power unit.
