This program called MMD can do it.
MMD stands for MikuMikuDance, really don't let the name fool you.
This new feature has been released yesterday *saw it on the creators youtube*
MMD is widely accepted by the community, alot of tools and external programs are released for it.
*for example you can export the camera to adobe after effects and that allows you to merge the 3D scene *rendered* with adobe after effects*.
MMD can be set to either english or japanese.
By default it should be on english.
I have been using MMD for a long time, it's the easiest animation program on the net.
Don't worry there are more models then in the video.
actually there are alot of models free around the internet, or you can make your own.
1 Problem:
You cannot export the 3D to any other program.... well normally you can't.
I'm the only one with the converter to do It to 3ds max
Which Also needs a heck of alot of manual work (Manual fixingthe realtime physics as they don't get keyframed and models have to be retextured and all facial deformation and movements have to be remade on convert)
features:
MMD is realtime and renders faster then your video plays.
It can only render at the max resolution of your screen.
It has stereoscopic 3D option and realtime self shadows and anti-aliasing.
Automated Eye blinking.
Automated lip sync if you have .vsq files *created in the program vocaloid*
You can load in .x files and also see wireframe
There is alot of motion data available which can be loaded in any model and works.
Even your laptop should be able to run this program at above 60 fps
even better my pc here runs it at : 761fps
and even if the polycount rises up very high it's still playable in realtime.

Yes there is an bad apple redone with shadow are models *I have these models on my pc*
Lip sync to a .vsq file:
The voice is completely computer generated, there are also english made voices, this one however was not. So pronouncing things sound not that good.
These are some results you can also have *this is hand done lip sync, which is time consuming but not hard*:

You can also use non humanoid models like animals, or even objects with bones.
There are even weapons models for the program.

I also repeat: Models are not bound to the character, every model accepts it the program adapts the motion data to the model
If you need an conversion to 3ds max please ask.

I didn't realise that Geocities was still up in Japan.
They closed all of their European sites down about 2 years ago (and I lost a few of my home made ones at the time).
