Well, I certainly wouldn't call it "ordinary software", but Pangolin's LD-2000 package supports direct-to-laser SMS messaging via a simple software plug in and a hardware add-on (modem).
As for "free" software that will convert text to ILDA, you can probably accomplish simple effects with Poplescan, Laserboy, or one of the other free laser show software packages.

Anarchy 3D can do text into ILD files. But demo version can do only one frame.
LaserBoy can place text, but I don't know if it's what you want.
You can make a DXF drawing using the TEXT entity and open that in LaserBoy, then save it as ILDA.
You can also render lines of text into frames with LaserBoy's 3D drawing tools. You can load any ILDA frame set as a font. It looks at the frames by index from ! to ~. The fonts is rendered from the first quadrant. The origin is the baseline point.
