its actually some sort of thermal device - its a bi-metal strip with a heated coil wrapped round it that happens to be in a glass enevlope. I think its a time delay mechanism of some sort. I must admit on first sight I had the same thought as you

Looking at the input part of schema (model 265 E407-904 rev AP) it's even hard to find filter caps. That's OK for a 3-phase, but at single phase caps and preferably an inductor would be required...

Yes it is called a time delay relay. after you lift the breaker the coil heats up and it closes the contact 30 seconds later allowing time for the caps to build up start voltage which then the start lamp turns on...then you push the start button.
