    it isnt a dead laser!

for some reason, a lot of reds do this. even when blanked off (or what we think is off) the reds still lase a little bit. i dont know if anyone has figured out a definitive reason why though.

why dont you check the voltage on that line when it is blanked off. granted, it will be with a meter (unless you have access to an o-scope) so it will only show you the RMS but at least it will give you an idea if there is some sort of a signal there when the line is blanked to "0". (or what should be 0.

Have you tried testing the laser without it being connected to the FB3

I.E Useing the laser as it was when you bought it.

    It should produce a beam

Mine do this the whole time and I can say that in my case it's because I'm shit at building lasers.
Check the ILDA connector wires arent touching any where and double check that all your wires are properly connected and not touching each other. Be carefull to do this when the laser if switched of so you dont short your red(s) (if they are diodes)

I killed my 100mw red module by accidently shorting a transistor case on the driver board, to the case of the scanner which was grounded. POwer up the laser fully, if you see a faint red glow in the laser, chances are its dead.
