Hmm... this is interesting. Quite doable with some video manipulation software, but it is very different... I haven't seen this kind of video feed delay manipulation previously.

Yeah that's cool stuff. After Effects plug-in Time Displacement. A grayscale shape/movie layer on top of the footage serves as a displacement map.
Imagine you have a 60 frame clip composed of 320x200 pixel frames and time-displacement map that is black to white gradient. Frame 0 of the resultant movie will contain pixels from frame 0 of the source movie wherever the time-displacement map is black, and pixels from frame 60 (or whatever you specificy as maximum displacement) where the map is white, and pixels from all the frames in between where there are gray values. Now when you put the displacement map in motion and you have something moving in front of a static background is where it gets crazy. The background pixels are essentially the same across all frames, so you don't notice any displacement in the background, only in the foreground moving object.
