Default Blue laser modules and RGV lasers.

Could you make your own RGV laser for under 670 USD that you can shine into the crowd.

Also is there a REAL blue laser module that you can use to make your own blue laser like these expect blue? http://www.o-like.com/b2b_cplist.asp?catid=375

With how fast it would be moving and the power decreased by optics wouldn't it be harmless?

I'll have a quick stab at it.

The quick answer to your question is No.
You stated that you wanted to build your own RGV projector for $670 (a strange figure to start with).
By the time you splashed out on the case, scanners and other bits and bobs, the actual cash to spend on the lasers themselves would be so little that the power you could afford would be insignificant (if any!).

Building your own projector is possibly one of the cheapest ways to get your own laser but the term "cheap" is relative.
What laser folks consider cheap, other folks with different hobbies would consider "HOW MUCH !? CHRIST ON A BIKE !!"

You might get away with a small greeny with Beam capabilities.

They do exist, as do 445nm modules. You probably wont like the price though.

Here is one for sale. It also "wipes out" your budget.

Even the lowest powered blue laser that I could sell you would wipe out your budget at a cool 500USD .
