ive seen it where one of the pins inside the connector has pushed in slightly, not making good contact between the psu and the head cable

This is not that unusual. many small argon lasers get finicky and hard to start and then after starting are just fine. Next time if you have a large variac (autotransformer) try turning the voltage down slightly (say 5V). If that does not kick it try up 5V.This makes my finicky SP 162A start every time.
