Mmm just thinking of use in a night club environment, in which case 750 or 1500 W stobe may effectivly charge the paint and this effect would be minimised as surface would allready be toasted per se
glow in the dark stuff really likes to be charged by UV/near UV so your best bet is bluray diodes.
a strobe should also charge it. if you've even seen a "shadow wall" at a museum, that's just a wall painted in glow paint and being hit with strobe.
