Basically like described above by drlava, I just did it in Cinema4D.
The text is a simple spline text.
The Dots are spline circles with a radius of 1 and follow the different segments of the text spline via align to spline function.

But in the .ild end-result, are they incorporated as part of the line as a heap of points, or are they scanned on top of the line afterwards?
I prefer the former, as the latter contains a lot more blanking points and the dots may not be exactly on the line because of hysteresis.
