    Not sure about Flash, but this is easy to do using 3D Max and LC-Max plug-in from Pangolin+LD2000.
    Once is it completed Pango or ILDA animation, it is almost non-editable (it would take you million seconds to change it).

    Video-->photo/frame-->ILD

    Video-->photo/frame use Adobe Premiere
    photo/frame-->ILD use trace it or Autotrace open software?

    Is that possible?

    The easiest and best way to do this would be to just draw the flat frame and then apply wave and rotation effects in your show software.

    Do you want a particular flag to be animated ?
    Why don't you post a picture of your flag, I'm sure some of us will help you a bit/lot on the way.

    Sony Vegas will also allow you to convert Flash to Frames with a single click:

    Select Render As > Image Sequence

    Choose the filetype: bmp, jpeg, png, tiff, wmphoto, dpx, exr then click render

    This is what you get (this is from a flash animation):

    Biggest problem then is what you do with all of the frames tracing wise. A 4.1 sec clip resulted in 130 frames.
