When in the course of human events, it some times becomes very nice to have a simple latching circuit for color or beamtable control, this fits the bill. I did not design it, but I redrew it. You may need to play with the resistor values for your application. If you replace the leds with 1n914s, it makes nice TTL like signals. OK to use optocouplers instead of LEDs, too.
You can scale it to many, many outputs.
Because a SCR with flowing gate current is more saturated, you can hop between channels without hitting dark/reset.
You might want to buffer the outputs if driving long cables or relays, but this circuit is about as simple and cheap as it gets without using a microcontroller.
