    If your serious about something astronomical then you might consider producing an artificial star in the Earth's high altitude (90km) sodium layer with an argon pumped dye laser. The world's largest observatories do this almost daily where on the order of 10 W of 589 nm light is used produce a 9th magnitude star. Because you will not be performing adaptive optics and just observing, with even a modest telescope you won't need anywhere near this power although precise wavelength control (tuning) is necessary. A short length of fiber can bring the beam up to the telescope. And by the way, you don't even have to worry about tracking. Air traffic control and permits are an other issue.

    I just want my argon stuff to work as a firs step in order to make a velocimetry system.
    To send a pulse to the moon is a very difficult thing anf I certainly would need a more powerful YAG laser
    You are right, in France as everywhere on the planet, you cannot do what you want with laser stuff (a chance for pilots) and I would need a hudge of papers and permit to get one photon on the moon!

    DsliJon has been discussing a Caribbean LEM where I believe, I BELIEVE there might be no restrictions or paperwork including no variances and you could do this sky stuff. I might be wrong and if so there will still be scuba diving.
